I didn't repeta myself for the XP suggestion because XP is the best NT operating system if you want to run legacy stuff. It's almost a valid solution. Almost.
Yes, DOSBox is very good, unfortunately it doesn't do networking and it doesn't do 3D. Or if it does, it does them both very badly. =]

Actually, I work at a computer refurbishers. I might just be able to nick a crappy old box and use that.
