Declaring Local and Global in a function

Goto does not work with Strict / SuperStrict. It seems to be in for compatibility with old blitz as many non-strict things are (that don't work the same way with strict / superstrict)

Labels within Strict only serve 2 purposes:
- DefData statements
- Loop labels for Continue looplabel / Exit looplabel
