I remember skid said he's making a theora module about a year ago, along with more ogg functions, however it's not released/finished?
I don't know much C as well, however I may think this is the issue of freeaudio, the ogg module in BMax is mostly identical to the standard one.....
Technically I don't tend to use 3rd party things, though it's just out of habit, however I hope BMax can be self-contained on these important aspects.
