i really think that Scala would be a bit of overkill... especially at this point...
doesn't win2k server have the capability to serve and deploy streaming video out of the box (multimedia server i think it's called), similar to how you'd deploy database info (sql server)...
the last i looked at this it could be deployed on the client as a com object, so IE could server as the browser, and html/asp as the devvelopment/scripting code...
you have all you need to whip up a prototype deployment app that could be viewed from any workstation on your current enterprise...
