Perhaps, but currently the server only really stores and passes on the compressed turn files. It doesn't know how to maniplulate them. I suppose they could be packed into one file. Or potentially each turn file could contain the entire history of commands - which is a fairly trivial amount of data - so it could play back the entire game so far.
