Can PHP call CGI?

Yo, found it!

<?php virtual ( "../cgi-bin/counter.cgi" ); ?>

Now all I've got to figure out is what "TextCounter Fatal Error: This Page Not In Valid URI]" means! it's from the counter.cgi I used. sigh.
