my no-name 17" has one pixel that's permanently stuck to red, no matter what I do. Every couple of weeks another pixels gets stuck on green, but it goes away as soon as I tap on it.
For what it's worth, I've installed a few dozen Dell Ultrasharp 19" screens over the past couple of months, and haven't seen a single dead or stuck pixel on any of those.
