Take note that a lot of users will be playing these games on standard televisions and not Monitors. So 640x480 graphics would be ideal, though 800x600 will probably work fine as well.
Not all users are connected to the internet, that is their choice. The arcade units themselves do come with network cards so the user can get online if they choose too.
