Banshee

A patching tool sounds right for the task. New and updated files. The AlienCodec software looks more professional than mine, and is priced accordingly. Mine can be fiddly to learn how to use though - anyway both will download new content aswell as replace existing files, and ghostpatch is free (unless you want file compression & the source code which I charge for).

What neither tool does to my knowledge is selective content installation.
