Isn't there some distinction between a skills-related game and a completely random game like a slotmachine when it comes to being considered 'gambling'?
But I guess that depending on how he would implement things, there very well could be a grey area, and he probably should get some sound legal advice before any money starts changing hands there... there are a lot of rules when it comes to gambling, and violating them can get a very costly affair... You;ll want to be very sure that you're in the clear I imagine.
