The console market is much different than the PC market where any kid can turn out a PC game and sell it. To make and sell a game for a console, you need to be a licensed developer and need to find a licensed publisher.
Absolutely true. I worked inside a company that developed GBA games, and you have to buy a license, and then the tools/kits.
