You could buy one of those cheap and small motherboards that have most things integrated. Add a harddrive and install linux. Google around to learn how to (if possible) hide the boot messages and display an image instead. When linux is done loading it should launch a menu that shows the games installed on the harddrive, or the games on any cd you inserted.
Then put everything in a nice little box or something. Buy some usb joypads too.

Your home made console is done. :)
