Not really, as the core of BVM is in a DLL, the BlitzBasic code that goes with it is mainly some needed glue, and some helpers. Though I didn't included the main BVM .bb file in the list of freely redistribuable files, this was more because there was apparently no need to, rather than for any real problem.
