Community project - BlitzMax help files

Again I bring up my idea of getting the current docs online and add some sql/php to them to allow for easy adding of comments and sample code to each command.

I dont think it would be to hard at all, all that would be required is one person an admin lets say to check the new samples as they are added and set them as tested and working..

then at some point mark could easily get the online doc files and just port them into an update for the client.
