No Blitz version can create DLLs. If you need some features Blitz hasn't, I suggest you to use Blitz as the main EXE and another language to make a DLL. If you want to stay with basic, I suggest you PureBasic (not that different from Blitz) , or for C, I suggest LCC-Win32.
