I think you have misunderstood somewhere.
Anything made with blitz basic (the discontinued one) will work with Blitz3d. But, Blitz+ is actually the newest product; it contains all the access to windows and stuff you were after. But, no 3d support. So, 2 seperate programs, neither are superior - it depends on your requirements.
